Essential Functions:

About Highland Lakes Water District Highland Lakes Water District (HLWD) is approximately five miles northwest of the intersection of US 24 and Teller County Rd 5 in Divide, Colorado and covers a 1.7 square mile area. The District currently has 367 customer accounts and predicts, at build out, 450 accounts. All water usage is metered, and usage readings are taken monthly using a remote meter reading system. All customers are residential homes with individual sewage disposal systems. Highland Lakes Water District operates one treatment facility with a raw water collection system and a 110,000-gallon storage tank, fed by 23 wells. Raw water is treated with chlorine, polyphosphate and a nitrate anion exchange treatment process. Additionally, the District is in the process of developing a micro filtration system that meets the state’s requirements for treating raw water under the influence of surface water. This project is expected to be completed in the spring of 2025. Wells are monitored and managed using a Supervisory Control and Data Acquisition System (SCADA). The District has an adjudicated consumptive use water right for 28-acre feet per year and an approved water augmentation plan.
Your Role:
We seek a self-directed, reliable person that will ensure the safe and compliant operation of the Highland Lakes water infrastructure to the best of their ability. This contractor will be responsible for the day-to-day operation, maintenance, and performance of the water system to meet the requirements of CDPHE and under the direction of the HLWD Board of Directors. The District does not expect that the contractor will have a full-time presence in the District but should be available at all times for system emergencies or will delegate someone with at least equal certifications and competencies as backup.
What you will do:
• The contractor shall order, load, unload, and regulate treatment chemicals and supplies.
• The contractor shall collect water samples for various tests as required by CDPHE and deliver the samples to the District’s selected testing laboratory to be reported promptly in accordance with the monitoring schedule. • The contractor shall perform troubleshooting of the treatment processes, equipment problems, and prepare equipment for repair work, as necessary. • The contractor shall assist in maintaining facilities, including cleaning and upkeep of buildings, equipment, and grounds.
• The contractor shall inform the District of needed improvements to the collection, treatment and distribution systems.
• The contractor shall work closely with the District’s engineering and legal consultant(s), as needed and provide technical support in the Board’s dealing with consultants.
• The contractor shall troubleshoot, and within the contractor’s abilities, maintain and repair any electrical, mechanical and electro-mechanical systems, including lightning protection.
• The contractor shall procure emergency repair parts, or parts necessary for District-approved work.
• The contractor shall keep an updated inventory list of parts and tools belonging to the District and make this list, and the location of the items, available to the District as requested.
• The contractor shall develop an annual inspection schedule for pump stations, water facilities, and other equipment and make recommendations to the board of directors on any upgrades or preventive maintenance.
• The contractor, or delegated representative, shall always be available to affect or supervise solutions to emergencies.
• Once per month, the contractor shall submit to the District Board of Directors a written status report summarizing operations and attend the regular board meeting.
• The contractor shall notify the District office if customers’ water supplies will be affected for any reason.
• The contractor, or delegated representative, shall read customer meters on the 15th of each month.
• The contractor shall, at the District’s direction, turn the water service on or off.
• The contractor shall troubleshoot and repair or replace water meters and remote reader units, as directed by the District, within the contractor’s schedule.
• At the District’s expense, the contractor will deliver to the City of Colorado Springs Meter Repair Shop any meters to be evaluated and certified for accuracy as directed by the District.
• The contractor shall post shut off notices as directed by the District and perform location services as requested by UNCC.
• The contractor is responsible for providing (as backup) a certified substitute operator during those times when he/she is not available or is inaccessible. The substitute operator should also provide the owner/decision-maker with a current photocopy of his/her certificate.

Performs inspections, preventative and corrective maintenance on the District’s water distribution and wastewater collection equipment and facilities including repairs and replaces broken pipes, valves, hydrants, PRVs, curb stops, and other system appurtenances that may require working in a ditch, mud, and confined spaces. Ability to perform minor and major repairs to the collection and distribution system under emergency conditions (i.e. sewer backups, water main breaks, water service leaks, etc.)
Uses video inspection and jetting equipment to clean and maintain the collection system.

Treatment Plant:
The Town of New Castle operates a Kruger Anox Kaldnes Hybas treatment plant that was put online in 2009. The plant requires a State of Colorado Class B Wastewater certification to be the ORC (Operator in Responsible Charge). The plant has a hydraulic rating of 0.6 mgd and organic capacity of 1,821 lb/ day. The plant includes a Bio-Rem odor control process that uses microbes to reduce hydrogen sulfide and ammonia odor. The headwork’s consist of a bar screen and grit removal system.
Position:
The Town is seeking an operator that can complete scheduled and unscheduled maintenance tasks and can operate and track Supervisory Control and Data Acquisition (SCADA) trending and make adjustments as needed. The position is responsible for testing the influent loading and the effluent discharge of the treatment plant and reporting the results to the CDPHE each month. We land apply the produced cake sludge, requiring the operator to be responsible for land and sludge testing and reporting. The plant is run using automated and manual control set point levels that ensure compliance with federal and state regulations. The wastewater plant operator is in charge of monitoring these parameters and identifies constraints and makes revisions as necessary. The position sometimes assists with water plant operations and collection and distribution maintenance. The position requires the operator to occasionally be on call and work weekends. This operator will also need to have the ability to operate heavy equipment, assist with water leak repairs, and read water meters.
The position provides the opportunity to develop skills and certifications in Wastewater Treatment, Water Treatment, and Collection and Distribution. The applicant must be willing to learn and apply the skills and knowledge to make New Castle a better place to live.

MINIMUM EXPERIENCE, EDUCATION, AND TRAINING REQUIREMENTS
Experience:
• Dependent on the level of the position (Class I – IV) experience requirement ranges from no related experience for entry level to a minimum of six (6) years of related experience for Class III and above.
Education:
• Any combination of experience and education equivalent to the completion of the 12th grade would likely provide the required knowledge and abilities.
REQUIRED LICENSES AND/OR CERTIFICATIONS
• A valid Colorado Driver’s License and a good driving record. Colorado CDL Drivers License or ability to obtain within one (1) year of date of hire.
• Class I, II, III, IV Distribution Certificate or ability to obtain within one (1) year of date of hire.
WORKING CONDITIONS
Work Environment & Physical Demands:
• Work is performed inside and outside both day and night, under varying and extreme weather conditions, confined space underground and frequent driving. Work may include working weekends and overtime. Work includes exposure to sun, noise, dust, fumes, smoke, gases, and oils, moving vehicles, lifting and carrying up to 50 pounds or more on occasion, bending, stooping, squatting, crawling, kneeling, pulling, pushing, reaching overhead and above shoulders, use of both fingers and hands, climbing stairs and ladders, walking, standing, and sitting for extended periods of time. Coordination of eyes, hands, legs, and body is needed. Must have correctable near and far vision, ability to hear, speak, and write. A Day in the Life of a Field Service Technician: Our Field Service Technicians go to water treatment facilities, mostly in the Rocky Mountain West, and trouble shoot and repair valves, flow meters, transmitters, VFDs, sensors and controls. Work, live and play 15 miles from Rocky Mountain National Park in beautiful Pinewood Springs, a small rural mountain community with 302 water taps is seeking a qualified full-time employee for operation, maintenance, and upgrades of our water distribution system, treated and raw water storage, water treatment facilities, service metering, and auxiliary pumping stations. Colorado Operator or Distribution License a plus or the willingness to obtain one the first year expected.
This full-time, year-round position has an excellent benefits package including health insurance plus dental and vision, paid vacation, sick, holidays and personal days, educational opportunities, and salary ($20 to $30 per hour or more, DOQ) for the right licenses and experience, with incentives to obtain additional operators licenses.
