Primary Job Responsibilities:
- Engages in the daily operation and maintenance of secondary wastewater treatment facilities and collection system including but not limited to treatment, changing chemical containers, dewaters sludge, delivers needed materials, and performs general plant maintenance and housekeeping including buildings and grounds.
- Participates in operating, repair and maintenance of pumps, motors, sludge equipment and other related equipment.
- Cleans precipitates such as grit, solids, trash, and debris from sump, catch basin and grit chamber. Opens and closes gates and valves according to process demands or needs.
- Collects samples and conducts wastewater laboratory tests.
- This position is on-call on a rotating basis a minimum of one week per month.
Requirements:

Hiring Range
Widefield Water & Sanitation District has five levels of Operators. Pay ranges depend on certifications, knowledge, skills, and abilities. Pay range and title depend on certifications and experience. The starting range depends on qualifications.
- Wastewater Systems Operator 1/D: $22.34 - $30.66/hr.
- Wastewater Systems Operator 2/C: $24.58 - $33.73/hr.
- Wastewater Systems Operator 3/B: $27.04 - $37.10/hr.
- Wastewater Systems Operator 4/A: $29.85 - $41.15/hr.
Eligibility for a signing bonus
The successful candidate could be eligible for a hiring bonus of up to $5000. An initial $2500 payable upon the WWSD’s first regular payroll date following the start date and subject to all applicable tax reporting and withholding requirements. Once the successful candidate has completed the 90-day introductory period, they could be eligible for an additional $2500.

Job Description:
Cherokee Metropolitan District has an opening for the position of a Civil Engineer to join our team. This position, when filled, will require the incumbent individual to report to the General Manager and work as an important part of the District’s Senior Leadership Team. Responsibilities include but are not limited to the following: managing water rights acquisition and development strategy, advisory input and analysis for water and wastewater capital projects and operations, contract and project management, current and future water demand analysis, grant acquisition, and construction oversight. The Civil Engineer position is a full-time, salaried position, and is considered exempt under the Fair Labor Standards Act.
Essential Functions
• Work closely with operations staff, District manager, and District board to evaluate infrastructure needs, develop District capital project priorities, and manage District capital projects.
• Supervise Cherokee engineering department including other engineers and SCADA team.
• Provide engineering support to other Cherokee departments including operations, customer service, legal, and golf.
• Negotiate and track design, construction, and maintenance contracts with vendors.
• Review and provide input on water, wastewater, and financial agreements with regional partners.

GENERAL STATEMENT OF DUTIES
Serves as the Department Head and Supervisor for the Public Works Department which is comprised of Streets and Utilities.
Performs supervisory, management, and highly skilled analytic, administrative, technical work in planning, developing, and directing the operations and maintenance of the Town’s streets, water distribution and wastewater collections systems.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Streets and Utilities Operations
Plan, direct, and coordinate the day-to-day operations of the Streets Division involving the Town’s streets, signs, storm sewer, and traffic control.
Plan, direct, and coordinate the day-to-day operations of the Town’s Utilities Division in system including water mains, water pump stations, sewer lift stations, distribution and collection systems. This includes overseeing work of and coordinating with the Town’s contract Operators In Responsible charge (ORCs).
Plans, direct and coordinate the day-to-day maintenance of all municipal properties including buildings, parks, cemetery, and unimproved right of ways.
Manage preventative maintenance program for streets, water distribution and wastewater collection systems.
Conduct routine hydrant valve exercising and hydrant flushing.
Establish priorities, assign and allocate resources; respond to emergencies and unanticipated needs.
Inspect and evaluate road conditions and provide recommendation for corrective measures; perform utility locates.
Evaluate need for, recommend and manage third party contracted services.
Perform snow removal and street maintenance duties.
Review and inspect right of way permit applications.
Participate in seminars, workshops, and trainings to stay knowledgeable of new trends, legislation, and innovations to the industry
Prepare and present policy recommendations and monthly reports outlining departmental activities to the Town Administrator and the Board of Trustees.
Administer and oversee the Water Supply Protection District.

Monitor training requirements and ensure Staff is in compliance with Water and Wastewater certifications as appropriate for Town facilities.
Administration
Participate in the Public Work Department’s development and implementation of goals, objectives, policies, and priorities; assist with the development of short and mid-range plans; identifies opportunities for improvement of service delivery
Assist in the analysis of the Town’s infrastructure and keeps the Town Administrator apprised on any potential issues and/or opportunities and make appropriate recommendations.
Perform Public Works permitting processes; provide direction to contractors according to Town guidelines, rules, regulations and construction standards.
Administer departmental budget. Prepares and submits requests for budget funding for all Public Works projects according to long-range capital plans, priorities, projects and programs including projects funded from the Utility Fund, Conservation Trust Fund, and the General Fund.
Supervises all accounts payable and receivable for the department.
Administers and supervises operation of the water treatment plant and water distribution system to ensure safe and efficient water delivery including any and all repairs and maintenance to the system.
Safety
Ensure a safe work environment; pursue methods to reduce risk, including performing accident investigations, maintenance of safety logs/training and prevention of future incidents
Ensure routine safety trainings are conducted and staff are up to date on CIRSA and other industry

Physical Factors:

These requirements are subject to modification by the Board of Trustees on a case-by-case basis.

POSITION SUMMARY AND DEFINITION:
Operating, monitoring and maintaining the Milliken Water and Wastewater Treatment Facilities. Pre-Hire Requirements: Must possess a valid Colorado driver’s license and be insurable under Town standards. Job Summary: The Wastewater Operator is an integral part of the operations and maintenance of the treatment facility and is responsible for the effective treatment of water before it is returned to the Eagle River. Wastewater operators operate valves, motors, performs water quality sampling and analysis, and performs light troubleshooting of mechanical equipment. The operator is primarily assigned tasks for the wastewater plant and seasonal collection system work. The individual performs extensive field work and manual maintenance work in the operations of the wastewater system including heavy physical, manual administrative and skilled work. Working as a part of a small integrated water and wastewater utility team, operators may have the opportunity to accrue both water and wastewater experience as workload, background experience, and training allows. This position may also perform a variety of routine and special activities for maintenance within the Public Works Department as conditions warrant.
Essential Functions:
1. Wastewater Plant: Under supervision of the Operator in Responsible Charge (ORC), operates, monitors, and maintains wastewater plant in accordance with plant operating procedures, Colorado Department of Health and E.P.A. regulations. Includes all calculations, feed rates, flow rates, and testing to ensure optimal performance and compliance with all regulations.
2. Analysis: Collects and calculates wastewater operations and control data including SCADA systems. Makes process control decisions based on plant observations, lab data, instrumentation, and historical trends.
3. Biology / Chemistry: Collects samples and conducts wastewater laboratory tests and analyzes data for both process indication and compliance. Under direction of the ORC make process adjustments and changes to discharge an effluent that meets facility permit limits.
4. Maintenance: Performs general equipment inspection and maintenance. Performs equipment repair and adjustments. Recommends repairs, changes, and work orders to ORC. Changes chemical containers, delivers needed materials, and performs general plant maintenance and housekeeping.

SUMMARY
Under general supervision and using judgement, discernment, and initiative, this person will lead a crew in the maintenance and repair of the water distribution and wastewater collection system. Employees in this classification perform technical and manual work. This position is responsible for repairing water leaks, repairing and installing sewer and water mains, and operates and maintains moderate to complex equipment. This person also prepares reports and updates work order requests with work activity. At times, this person will be required to assist other Public Works Department staff with assignments.

GENERAL DESCRIPTION
The Distribution Technician is responsible for performing a variety of skilled and highly skilled tasks in all phases of the construction, inspection, operation, maintenance, utility locating, metering, and customer service oriented work related to the water distribution facilities. This class of employees ensures that residents have adequate supplies of safe and clean water meeting or exceeding state, federal, and District regulations, policies, and standards. Performs various additional related work as required. This is a non-exempt position.
SUPERVISION RECEIVED AND EXERCISED
The Distribution Technician works under the direct supervision of the Distribution Supervisor, or higher level Distribution Technician as assigned, and under the general supervision of the Distribution Manager. A higher level employee in this class may be assigned to provide general supervision to a staff of Distribution Technicians and other personnel as directed.
EXAMPLES OF DUTIES
Duties may include, but are not limited to, the following:
- Perform general Distribution Technician duties.+
- Utilize mapping, as builts, and electronic equipment to accurately locate District water lines as required.
- May act as crew leader functioning with little or no direct supervision and providing direction and training to less experienced personnel regarding all facets of distribution system operation.
- Make rounds of remote site facilities such as storage tanks and pumping stations performing a variety of duties pertaining to distribution, maintenance, and facility security.

- Collect water samples and perform basic laboratory tests related to water quality; document results and take appropriate actions.
- Adjust pumps, flow valves, PRV's and system chemical feed systems.
- Perform customer service duties in the field as necessary including service turn-ons and shut-offs and hanging door hangers related to service and delinquent accounts.
- Drain and inspect distribution structures, clean tanks, screens, filters, pipes, pumps, etc.
- Install service lines, meters and related appurtenances; perform varied facility maintenance work as required; perform a variety of heavy physical work in the installation, maintenance and repair of water distribution and other underground lines.

The Day-to-Day

MANAGEMENT AND UTILITY BILLING SERVICES
General Information:
The Kiowa Water and Wastewater Authority (Authority) is soliciting proposals from qualified firms (Consultant), to provide the Authority with Management and Utility Billing services on a consulting basis.
Administrative Services:
As the Manager, the Consultant will be expected to perform a proactive role in the management of the Authority. Additionally, the Consultant shall support, coordinate efforts with and maintain open communications with the Board of Directors, the Authority’s legal counsel and other consultants.
The services performed by the Consultant shall generally include, but are not limited to:
a.Attendance at regular or special meetings of the Board, as requested by the Authority.
b.Conferences with Board members and/or Authority consultants as requested.
c.Representing and/or assisting the Authority in dealings with:
i)Town of Kiowa
ii)Customers.
iii)Developers.
iv)Other government agencies.
v)Others having business with the Authority.
d.Prepare / submit reports and forms as required by the above identified agencies.
e.Manage the Authority’s telephone (including 24/7 emergency coverage), website, and provide an Authority office address.
f.Respond timely to customer questions, concerns, and issues.
g.Perform other miscellaneous services at the request of the Authority Board.
Utility Billing Services:
The Authority has approximately 400 customers. Utility billing occurs on a monthly basis. The services performed by the Consultant shall generally include, but are not limited to:
- Establish customer utility billing records
- Print and mail monthly utility billings
- Receive, post and deposit customer payments
- Provide customer service on billing questions
- Provide on-line payment service
- Collection of delinquent accounts, including annual certification if necessary
- Act as a liaison with title companies on transfer of property
- Provide utility billing reports to Board as requested

About Highland Lakes Water District Highland Lakes Water District (HLWD) is approximately five miles northwest of the intersection of US 24 and Teller County Rd 5 in Divide, Colorado and covers a 1.7 square mile area. The District currently has 367 customer accounts and predicts, at build out, 450 accounts. All water usage is metered, and usage readings are taken monthly using a remote meter reading system. All customers are residential homes with individual sewage disposal systems. Highland Lakes Water District operates one treatment facility with a raw water collection system and a 110,000-gallon storage tank, fed by 23 wells. Raw water is treated with chlorine, polyphosphate and a nitrate anion exchange treatment process. Additionally, the District is in the process of developing a micro filtration system that meets the state’s requirements for treating raw water under the influence of surface water. This project is expected to be completed in the spring of 2025. Wells are monitored and managed using a Supervisory Control and Data Acquisition System (SCADA). The District has an adjudicated consumptive use water right for 28-acre feet per year and an approved water augmentation plan.
Your Role:
We seek a self-directed, reliable person that will ensure the safe and compliant operation of the Highland Lakes water infrastructure to the best of their ability. This contractor will be responsible for the day-to-day operation, maintenance, and performance of the water system to meet the requirements of CDPHE and under the direction of the HLWD Board of Directors. The District does not expect that the contractor will have a full-time presence in the District but should be available at all times for system emergencies or will delegate someone with at least equal certifications and competencies as backup.
What you will do:
• The contractor shall order, load, unload, and regulate treatment chemicals and supplies.
• The contractor shall collect water samples for various tests as required by CDPHE and deliver the samples to the District’s selected testing laboratory to be reported promptly in accordance with the monitoring schedule.
• The contractor shall perform troubleshooting of the treatment processes, equipment problems, and prepare equipment for repair work, as necessary.
• The contractor shall assist in maintaining facilities, including cleaning and upkeep of buildings, equipment, and grounds.
• The contractor shall inform the District of needed improvements to the collection, treatment and distribution systems.
• The contractor shall work closely with the District’s engineering and legal consultant(s), as needed and provide technical support in the Board’s dealing with consultants.
• The contractor shall troubleshoot, and within the contractor’s abilities, maintain and repair any electrical, mechanical and electro-mechanical systems, including lightning protection.
• The contractor shall procure emergency repair parts, or parts necessary for District-approved work.
• The contractor shall keep an updated inventory list of parts and tools belonging to the District and make this list, and the location of the items, available to the District as requested.
• The contractor shall develop an annual inspection schedule for pump stations, water facilities, and other equipment and make recommendations to the board of directors on any upgrades or preventive maintenance.
• The contractor, or delegated representative, shall always be available to affect or supervise solutions to emergencies.
• Once per month, the contractor shall submit to the District Board of Directors a written status report summarizing operations and attend the regular board meeting.
• The contractor shall notify the District office if customers’ water supplies will be affected for any reason.
• The contractor, or delegated representative, shall read customer meters on the 15th of each month.
• The contractor shall, at the District’s direction, turn the water service on or off.
• The contractor shall troubleshoot and repair or replace water meters and remote reader units, as directed by the District, within the contractor’s schedule.
• At the District’s expense, the contractor will deliver to the City of Colorado Springs Meter Repair Shop any meters to be evaluated and certified for accuracy as directed by the District.
• The contractor shall post shut off notices as directed by the District and perform location services as requested by UNCC.
• The contractor is responsible for providing (as backup) a certified substitute operator during those times when he/she is not available or is inaccessible. The substitute operator should also provide the owner/decision-maker with a current photocopy of his/her certificate.
Requirements/Certifications:
• Must hold a Class C Water Treatment Plant Operator certification.
• Must hold a Class 2 Water Distribution System Operator certification.

• Organization: expected to demonstrate proactive and effective planning; expected to execute work requirements in a timely fashion; expected to prioritize and meet deadlines.

Full-time (40hours) or 3/4 Time (30 hours), Benefited, non-exempt position with the Town of Platteville Public Works Department. The hours for this position will generally be 6:30 a.m. to 5:00 p.m. Weekend days and one or two business days per week, 10-hour shifts.

General Statement of Duties: This position involves the daily operation, maintenance of the Town’s SBR wastewater treatment facility, collection system, potable water distribution system, equipment, and grounds in a professional, competent, and efficient manner representative of the expected standard for a Class “D” Licensed Operator, Class 1 Collections Operator and Class 1 Distribution Operator. This position prefers the possession and retention of three (3) operator licenses with the State of Colorado prior to hiring; but will consider anyone with some of the preferred licenses and a willingness to attain the others within one year of hire.
As a part of the Town’s Public Works Department, this position may at times need to participate in a variety of maintenance and construction work on Town streets, parks, cemetery, and other Town owned public facilities.

On a rotating basis, will be scheduled on call duty for nights and weekends. Including WWTF, collection or distribution emergencies. Must be willing to work overtime, holidays, and weekends as needed. May be called out for emergencies even when not on the rotational on-call schedule.
Supervision Received: Works under the supervision of the Water and Wastewater Utilities Foreman, Town Systems Operator in Responsible Charge (ORC). No supervisory responsibility, however, as part of the utility team, should be willing to share and provide technical assistance to less-experienced employees within the Public Works department.
ESSENTIAL DUTIES AND RESPONSIBILITIES: The following examples are intended to be ILLUSTRATIVE ONLY and are not intended to be all inclusive. The Town of Platteville retains the right to modify, change or add to the duties and essential functions at any time.
Serves as wastewater treatment facility (WWTF), collection and distribution system’s duty operator. Responsible daily operation activities of the wastewater and water systems and treatment facilities following the direction from the Town ORC.
Performs wastewater and water quality sample collection and some testing procedures to ensure water quality. Works with the ORC and contract staff to facilitate the Town’s cross connection control program activities. Performs wastewater and water pipeline maintenance; repair service and main line leaks; exercises water valves and fire hydrants; in accordance with the Town’s procedures and standard specifications. Reads water meters and identifies equipment problems; performs meter maintenance, including meter change-outs and shut-offs as required. Documents and records the routine maintenance, testing, sampling, repairs, inspections, construction projects and emergency service calls.
May operate medium to heavy equipment in the repair of wastewater collection and water distribution systems; including, use and/or operation of dump truck, backhoe, tractors and other small power equipment. Performs preventative maintenance to the water distribution system through valve exercising; Locates wastewater and water utilities using electronic locating devices. Work with data input for the Town’s GIS asset management program.
Operates pumps, motors, sludge equipment, UV disinfection system and other equipment. Cleans precipitates such as grit, solids, trash, and debris from sump, catch basin, grit chamber and other tanks, wet-wells, or vessels at the WWTF, lift stations or collection system. Perform laboratory analysis of wastewater, Biosolids, and sediments for chemical and microbiological contaminants, including calibration of instruments, keeping logs, Operate and perform routine maintenance on laboratory instruments; maintain laboratory supplies; Perform routine laboratory duties such as prepare chemical reagents, media, and standard solutions; Work with a variety of hazardous materials including chemicals, solvents, and biohazards using appropriate safety precautions. Ability to understand regulations regarding wastewater treatment plants; Follow laboratory instructions and procedures. Resolve problems with minimal supervision and consultation with the Town’s ORC.
Performs general equipment inspection; Performs preventative and corrective maintenance; Operates, evaluates, and adjusts SCADA system. Reports on major changes, treatment conditions, and significant work orders to the ORC. Changes chemical containers, dewaters sludge, and performs general plant maintenance and housekeeping including building and grounds. Must perform work in a safe manner utilizing the proper safety equipment and methods.
Participates in routine cleaning, maintenance, and inspection of the wastewater collections system. May be required to conduct confined space entries after completing appropriate training and education.

Job Summary

Duties and Responsibilities
- Measure, record, monitor, and maintain operating equipment and daily operations and information on water distribution system and treatment plant performance and operation.
- Operate water sampling programs and testing to meet CDPHE requirements for Total Coliform, Lead and Copper, DBPs and all other required water testing.
