POSITION: Public Works Director

Primary Job Responsibilities:
Engages in the daily operation and maintenance of secondary wastewater treatment facilities
and collection system including but not limited to treatment, changing chemical containers,
dewaters sludge, delivers needed materials, and performs general plant maintenance and
housekeeping including buildings and grounds.
Participates in operating, repair and maintenance of pumps, motors, sludge equipment and
other related equipment.
Cleans precipitates such as grit, solids, trash, and debris from sump, catch basin and grit
chamber. Opens and closes gates and valves according to process demands or needs.
Collects samples and conducts wastewater laboratory tests.
This position is on-call on a rotating basis a minimum of one week per month.
Requirements:
High School diploma or general education degree (GED)
Possess a valid Colorado driver's license preferably a CDL Class “B”

Must possess a minimum of a Colorado Wastewater Operator "D" certification or Class 1

Wastewater Systems Operator 1/D: $22.34 - $30.66/hr.
Wastewater Systems Operator 2/C: $24.58 - $33.73/hr.
Wastewater Systems Operator 3/B: $27.04 - $37.10/hr.

Eligibility for a signing bonus
The successful candidate could be eligible for a hiring bonus of up to $5000. An initial $2500 payable
upon the WWSD’s first regular payroll date following the start date and subject to all applicable tax
reporting and withholding requirements. Once the successful candidate has completed the 90-day
introductory period, they could be eligible for an additional $2500.

to provide
MANAGEMENT AND UTILITY BILLING SERVICES
General Information:
The Kiowa Water and Wastewater Authority (Authority) is soliciting proposals from qualified firms (Consultant), to provide the Authority with Management and Utility Billing services on a consulting basis.
Administrative Services:
As the Manager, the Consultant will be expected to perform a proactive role in the management of the Authority. Additionally, the Consultant shall support, coordinate efforts with and maintain open communications with the Board of Directors, the Authority’s legal counsel and other consultants.
The services performed by the Consultant shall generally include, but are not limited to:
a.Attendance at regular or special meetings of the Board, as requested by the Authority.
b.Conferences with Board members and/or Authority consultants as requested.
c.Representing and/or assisting the Authority in dealings with:
i)Town of Kiowa
ii)Customers.
iii)Developers.
iv)Other government agencies.
v)Others having business with the Authority.
d.Prepare / submit reports and forms as required by the above identified agencies.
e.Manage the Authority’s telephone (including 24/7 emergency coverage), website, and provide an Authority office address.
f.Respond timely to customer questions, concerns, and issues.
g.Perform other miscellaneous services at the request of the Authority Board.
Utility Billing Services:
The Authority has approximately 400 customers. Utility billing occurs on a monthly basis. The services performed by the Consultant shall generally include, but are not limited to:
- Establish customer utility billing records
- Print and mail monthly utility billings
- Receive, post and deposit customer payments
- Provide customer service on billing questions
- Provide on-line payment service
- Collection of delinquent accounts, including annual certification if necessary
- Act as a liaison with title companies on transfer of property
- Provide utility billing reports to Board as requested

Workers’ Compensation Insurance in accordance with statutory requirements of Colorado.
Professional Liability Insurance, with a limit of $1,000,000 annual aggregate; $500,000 per occurrence.

The Authority reserves the right to withdraw this RFP at any time without prior notice and to reject any and all proposals without cause or reason. All responses shall become the property of the Authority and will be retained or disposed of accordingly. The Authority shall not be liable for any pre-contractual expenses incurred by any applicant. About Highland Lakes Water District Highland Lakes Water District (HLWD) is approximately five miles northwest of the intersection of US 24 and Teller County Rd 5 in Divide, Colorado and covers a 1.7 square mile area. The District currently has 367 customer accounts and predicts, at build out, 450 accounts. All water usage is metered, and usage readings are taken monthly using a remote meter reading system. All customers are residential homes with individual sewage disposal systems. Highland Lakes Water District operates one treatment facility with a raw water collection system and a 110,000-gallon storage tank, fed by 23 wells. Raw water is treated with chlorine, polyphosphate and a nitrate anion exchange treatment process. Additionally, the District is in the process of developing a micro filtration system that meets the state’s requirements for treating raw water under the influence of surface water. This project is expected to be completed in the spring of 2025. Wells are monitored and managed using a Supervisory Control and Data Acquisition System (SCADA). The District has an adjudicated consumptive use water right for 28-acre feet per year and an approved water augmentation plan.
Your Role:
We seek a self-directed, reliable person that will ensure the safe and compliant operation of the Highland Lakes water infrastructure to the best of their ability. This contractor will be responsible for the day-to-day operation, maintenance, and performance of the water system to meet the requirements of CDPHE and under the direction of the HLWD Board of Directors. The District does not expect that the contractor will have a full-time presence in the District but should be available at all times for system emergencies or will delegate someone with at least equal certifications and competencies as backup.
What you will do:
• The contractor shall order, load, unload, and regulate treatment chemicals and supplies.
• The contractor shall collect water samples for various tests as required by CDPHE and deliver the samples to the District’s selected testing laboratory to be reported promptly in accordance with the monitoring schedule.
• The contractor shall perform troubleshooting of the treatment processes, equipment problems, and prepare equipment for repair work, as necessary.
• The contractor shall assist in maintaining facilities, including cleaning and upkeep of buildings, equipment, and grounds.
• The contractor shall inform the District of needed improvements to the collection, treatment and distribution systems.
• The contractor shall work closely with the District’s engineering and legal consultant(s), as needed and provide technical support in the Board’s dealing with consultants.
• The contractor shall troubleshoot, and within the contractor’s abilities, maintain and repair any electrical, mechanical and electro-mechanical systems, including lightning protection.
• The contractor shall procure emergency repair parts, or parts necessary for District-approved work.
• The contractor shall keep an updated inventory list of parts and tools belonging to the District and make this list, and the location of the items, available to the District as requested.
• The contractor shall develop an annual inspection schedule for pump stations, water facilities, and other equipment and make recommendations to the board of directors on any upgrades or preventive maintenance.
• The contractor, or delegated representative, shall always be available to affect or supervise solutions to emergencies.
• Once per month, the contractor shall submit to the District Board of Directors a written status report summarizing operations and attend the regular board meeting.
• The contractor shall notify the District office if customers’ water supplies will be affected for any reason.
• The contractor, or delegated representative, shall read customer meters on the 15th of each month.
• The contractor shall, at the District’s direction, turn the water service on or off.
• The contractor shall troubleshoot and repair or replace water meters and remote reader units, as directed by the District, within the contractor’s schedule.
• At the District’s expense, the contractor will deliver to the City of Colorado Springs Meter Repair Shop any meters to be evaluated and certified for accuracy as directed by the District.
• The contractor shall post shut off notices as directed by the District and perform location services as requested by UNCC.
• The contractor is responsible for providing (as backup) a certified substitute operator during those times when he/she is not available or is inaccessible. The substitute operator should also provide the owner/decision-maker with a current photocopy of his/her certificate.

• Must hold a Class 2 Water Distribution System Operator certification.

Work with data input for the Town’s GIS asset management program.
Operates pumps, motors, sludge equipment, UV disinfection system and other equipment. Cleans precipitates such as grit, solids, trash, and debris from sump, catch basin, grit chamber and other tanks, wet-wells, or vessels at the WWTF, lift stations or collection system. Perform laboratory analysis of wastewater, Biosolids, and sediments for chemical and microbiological contaminants, including calibration of instruments, keeping logs, Operate and perform routine maintenance on laboratory instruments; maintain laboratory supplies; Perform routine laboratory duties such as prepare chemical reagents, media, and standard solutions; Work with a variety of hazardous materials including chemicals, solvents, and biohazards using appropriate safety precautions. Performs general equipment inspection; Performs preventative and corrective maintenance; Operates, evaluates, and adjusts SCADA system. Changes chemical containers, dewaters sludge, and performs general plant maintenance and housekeeping including building and grounds. Job Summary
The Water Treatment Facility Foreman is an integral part of the plant operations team who will also communicate and work closely with other treatment plant staff. The Water Treatment Facility Foreman adjusts and monitors water treatment plant equipment, monitors treatment parameters, performs process control lab tests, records data, adjusts the application of chemicals and maintains the operations of the treatment facility, prepares reports, and works on special projects as may be assigned. Job Duties and Responsibilities:
- Daily inspection and record keeping of plant operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Assists with the operations of the water treatment plant under the direction of the District Manager or Water Operators to ensure the production of high-quality potable water.
- Conducts water treatment plant startup and shutdown procedures.

GENERAL JOB DESCRIPTION
The Distribution Technician is responsible for performing a variety of skilled and highly skilled tasks in all phases of the construction, inspection, operation, maintenance, metering and customer service oriented work related to the water distribution facilities. This class of employees ensures that residents have adequate supplies of safe and clean water meeting or exceeding state, federal, and District regulations, policies, and standards. Performs various additional related work as required. This is a non-exempt position.
SUPERVISION RECEIVED AND EXERCISED
The Distribution Technician works under the direct supervision of the Distribution Supervisor, or higher level Distribution Technician as assigned, and under the general supervision of the Distribution Manager. A higher level employee in this class may be assigned to provide general supervision to a staff of Distribution Technicians and other personnel as directed.
EXAMPLES OF DUTIES
Duties may include, but are not limited to, the following:
- Perform general Distribution Technician duties.
- May act as crew leader functioning with little or no direct supervision and providing direction and training to less experienced personnel regarding all facets of distribution system operation.
- Make rounds of remote site facilities such as storage tanks and pumping stations performing a variety of duties pertaining to distribution, maintenance, and facility security.

Industrial Mechanic
As an Industrial Mechanic, you will collaborate with leadership to shape and implement a comprehensive mechanical asset maintenance program. This is a multi-faceted role in which you will not only be responsible for diagnosing issues and making repairs but also for developing and delivering training to operators to foster a culture of technical knowledge transfer and building operational redundancies. Your duties extend to sourcing mechanical equipment, maintaining detailed records, and completing work orders. You will operate construction, maintenance, and heavy equipment to contribute to the repair and installation of underground valves and pipes and enhance the reliability of our infrastructure. Additionally, you will use CityWorks to manage equipment records, perform data entry, and develop preventative maintenance schedules to optimize operational efficiency.
Inspector
As an Inspector, your keen attention to detail will play a pivotal role in how external infrastructure and construction-related assets interact with our distribution and collection system. By conducting thorough inspections for all construction projects and efficiently managing multiple construction endeavors using CityWorks, you will be a driving force in project success. You will contribute insights and provide essential updates in biweekly department meetings, weekly Construction Review Team meetings, and pre-construction meetings with contractors. The Inspector will excel in project scheduling, documentation, tracking, and mapping to facilitate seamless coordination with other departments. You will maintain inspection and acceptance documentation on our intranet, SharePoint, which helps ensure accessibility and streamlined processes. This role also role includes performing 2-year warranty inspections on new construction.
Utility Locator
As a Locator, your skills in interpreting utility maps, civil engineering drawings, and GIS information will be pivotal in accurately identifying and marking the location of our assets. Using stakes, flags, and paint, you'll mark underground utilities and locate utility lines, ensuring the safety and efficiency of our operations. Using handheld Trimble units and other GPS-enabled devices, you'll gather precise data in the field, contributing to detailed documentation of asset locations. You will prepare various documents using Cityworks, CO811, and WebTMS as well as complete work orders through CityWorks. By proactively verifying field information and promptly notifying relevant departments of updates and corrections, you'll enhance communication within the organization. In cases of excavations causing damage to underground utilities, your input will be crucial in preparing detailed documentation.
The duties of this position will vary by season and the needs of the Field Operations department. When specialized duties are not necessary, you will join the rest of the Field Operations team on other duties that include:

The Plant Mechanic is a dynamic role that involves diagnosing, troubleshooting, repairing, and maintaining equipment and facilities. The wastewater division at the City of Grand Junction is responsible for managing and treating the city's wastewater. The Persigo wastewater treatment plant is the largest treatment works in the western Rocky Mountain region, with a capacity of 12.5 million gallons per day (mgd). This facility uses advanced technologies such as bio trickling filters for odor control, primary clarifiers, aeration basins, anaerobic digesters, UV disinfection, and an effluent diffuser to treat wastewater to a high standard.
About the Utilities Department:
The division has undertaken innovative projects such as developing renewable natural gas from wastewater treatment to be used as vehicle fuel, expanding treatment plant capacity, and developing biosolids beneficial reuse programs for the community.
The division is also responsible for maintaining and operating the extensive sewer network of the city and county, which includes over 600 miles of sewer lines and 26 lift stations. The 40 professionals in the wastewater division are organized into five teams: collections, operations, maintenance, laboratory, and industrial pretreatment. What You'll Do:
- Perform maintenance and repair on water and wastewater treatment plants and related equipment and facilities.
- Install, align, test, maintain, recondition, troubleshoot, and repair a variety of mechanical, electrical, plumbing, and hydraulic systems, components, and parts; replace piping and recondition valves.
- Operate and maintain a variety of hand tools, power tools, pneumatic tools, trucks, and other equipment in the performance of assigned duties.
- Maintain and track various assigned systems, including alarm, pumping, chemical, and/or specialized electrical systems.

Centennial Water and Sanitation District is seeking applicants for the Collections & Distributions System Mechanic position. This position performs a variety of specialized maintenance functions primarily related to the water distribution and wastewater collection systems for the operation, construction, repair, maintenance and replacement of the Districts water and sewer lines, facilities and infrastructure. Employees will perform skilled and semi-skilled level work which result in the efficient and effective operation and maintenance of pipelines and equipment used in the collection, distribution, storage, and processing of water and wastewater. This position is required to be part of the lines team on-call rotation and may be required to respond while not being on-call to assist with emergencies.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Performs inspections, preventative and corrective maintenance on the District’s water distribution and wastewater collection equipment and facilities including repairs and replaces broken pipes, valves, hydrants, PRVs, curb stops, and other system appurtenances that may require working in a ditch, mud, and confined spaces. Ability to perform minor and major repairs to the collection and distribution system under emergency conditions (i.e. sewer backups, water main breaks, water service leaks, etc.)
- Uses video inspection and jetting equipment to clean and maintain the collection system.
- Performs utility locates of the District’s water and wastewater facilities.
- Enters and exits confined spaces such as underground vaults and manholes.
- Responsible for all tools, equipment, and vehicles assigned or used.
- Provides water quality monitoring and reporting of system as required.
- Loads, unloads, and transports equipment and personnel in District
- Performs work in accordance with safety policies and procedures.
- Coordinates activities with other divisions and sections to avoid interruption of service.
- Routinely interacts with the public and the District’s customers to resolve customer concerns.
- Provides other Operations staff and management detailed updates on the status of customer service calls through the use of e-mails and text messages.
- Maintains written activity reports, inspection reports, and other records on a daily basis.
- Responds to emergency call-outs.
- Performs other duties as assigned.

REQUIRED QUALIFICATIONS
- High school diploma or GED equivalent is required.

- Must possess or ability to possess CDL license within 90 days of hire date.

WORKING CONDITIONS

Work, live and play 15 miles from Rocky Mountain National Park in beautiful Pinewood Springs, a small rural mountain community with 302 water taps is seeking a qualified full-time employee for operation, maintenance, and upgrades of our water distribution system, treated and raw water storage, water treatment facilities, service metering, and auxiliary pumping stations. Colorado Operator or Distribution License a plus or the willingness to obtain one the first year expected.
This full-time, year-round position has an excellent benefits package including health insurance plus dental and vision, paid vacation, sick, holidays and personal days, educational opportunities, and salary ($20 to $30 per hour or more, DOQ) for the right licenses and experience, with incentives to obtain additional operators licenses.

The City of Holyoke is looking to hire a water/ wastewater operator. The ideal candidate would have both water and wastewater “D” as well as collection and distribution “1” licenses. This is a full-time position with excellent benefits and in time become the systems ORC.
